Culture and Equality: An Egalitarian Critique of Multiculturalism

How should public policy respond to this diversity? In this important new work, Brian Barry challenges the currently orthodox answer and develops a powerful restatement of an egalitarian liberalism for the twenty-first century. Until recently it was assumed without much question that cultural diversity could best be accommodated by leaving cultural minorities free to associate in pursuit of their distinctive ends within the limits imposed by a common framework of laws.

According to them, this 'difference-blind' conception of liberal equality fails to deliver either liberty or equal treatment. In its place, they propose that the state should 'recognize' group identities, by granting groups exemptions from certain laws, publicly 'affirming' their value, and by providing them with special privileges or subsidies. In Culture and Equality, Barry offers an incisive critique of these arguments and suggests that theorists of multiculturism tend to misdiagnose the problems of minority groups.

Often, these are not rooted in culture, and multiculturalist policies may actually stand in the way of universalistic measures that would be genuinely beneficial. Different chapters, his account suggests, were prepared by different members of the commission, and then revised in the light of discussion. A central theme in Rethinking Multiculturalism is the inadequacy of standard liberal principles as embodied, for example, in international human rights documents in the face of cultural diversity. Not only individuals but also communities need to have rights, Parekh argues. This idea plays a role in Part One of the Report, and occasionally surfaces later, as in the suggestion in another section which, from internal evidence, was most likely written by Parekh that the government should declare Britain to be a multicultural society. Britain is undoubtedly a multicultural society—and has been since neolithic times—but it does not follow from this fact that there is any obligation on organizations to promote diversity, any more than there is an obligation on them to promote uniformity.

Barry's concern is to salvage egalitarianism from the dead end of cultural politics. This is not merely to set political theory in order, but more importantly because.

Culture and Equality

The idea of multiculturalism in contemporary political discourse and in political philosophy reflects a debate about how to understand and respond to the challenges associated with cultural diversity based on ethnic, national, and religious differences. Instead, proponents of multiculturalism endorse an ideal in which members of minority groups can maintain their distinctive collective identities and practices. In the case of immigrants, proponents emphasize that multiculturalism is compatible with, not opposed to, the integration of immigrants into society; multiculturalism policies provide fairer terms of integration for immigrants. Modern states are organized around the language and culture of the dominant groups that have historically constituted them.

Sujit Choudhry, Does the world need more Canada? Political theorists have long considered the question of how constitutional design can respond to the demands of minority nationalism. In this context, Canada has attained considerable prominence as a model, even though the notion of the model came to prominence during the Canadian constitutional crisis of the s, when Quebec nearly seceded. In part, the much-touted Canadian exemplar may be viewed as an intervention by Canadian political theorists in domestic constitutional debates as a way of supporting national unity. However, the Canadian constitutional crisis also points to the limits of a legal approach to the accommodation of minority nationalism. On the one hand, most constitutions contain a process for constitutional amendment, which conceivably might bring about changes sufficient to satisfy the minority nation. On the other, the rules for constitutional amendment may encounter profound difficulties in constituting and regulating moments of constitutive constitutional politics, since it is precisely at those moments that the concept of the political community, which those rules reflect, is placed at issue by the minority nation.

Barry argues that multiculturalist policies do not advance the values of liberty and equality but foster strident nationalism by focusing on what divides people at the expense of what unites them The goal of Culture and Equality is to free liberals of their disabling scruples and in particular those deriving from those currently prevalent ideas that are variously called "multiculturalism" or the politics of "difference" or "recognition" or "identity" Barry meets such challenges with assertion. He exposes much cant, wooly mindedness and confusion. He treads on many toes and makes few apologies, yet this is a deeply serious and important book.

Metrics details. Since the s multiculturalist policies that recognize and accommodate ethnocultural diversity have been implemented across western democracies. In this introduction to the Special Issue, which is about the key texts of Tariq Modood and Ricard Zapata Barrero, we present and question the nexus between the two terms. From the ss onwards, multiculturalism has had both its proponents and critics. While the support consistently outweighed the critique for the first decades, the tide seemed to change at the beginning of the new millennium. Moreover, the critiques have increasingly merged into a growing chorus of concern and a popular refrain about the failure, decline and even death of multiculturalism as a political philosophy as well as a particular type of policy.
